OCS Facilities

The OCS Facility Security Rule applies to fixed or floating facilities operating on the Outer Continental Shelf (OCS) of the U.S. for the purpose of engaging in the exploration, development, or production of oil, natural gas, or mineral resources, and which:

  • Host more than 150 persons for 12 or more hours in each 24-hour period continuously for 30 or more days;
  • Produces greater than 100,000 barrels of oil per day; or
  • Produces greater than 200 million cubic feet of natural gas per day.
 

In December 2003, the Coast Guard issued NVIC 05-03: Implementation Guidance for the Maritime Security Regulations Mandated by the Maritime Transportation Security Act of 2002 for Outer Continental Shelf Facilities.
